Yeah, fourteen different times. 0:04:20.320 --> 0:04:24.440 Fourteen times Republicans have voted to open the government, fourteen 0:04:24.560 --> 0:04:27.719 times Democrats have voted no, have voted to keep the 0:04:27.760 --> 0:04:31.120 government shut down. Now, remember, the entire reason that we 0:04:31.240 --> 0:04:34.599 have a shutdown is because under the Senate rules, you 0:04:34.680 --> 0:04:38.680 need sixty votes to move to proceed to legislation funding 0:04:38.680 --> 0:04:42.599 the government. We only have fifty three Republicans. That means 0:04:42.640 --> 0:04:46.880 we need at least seven Democrats, and unfortunately ran votes 0:04:46.920 --> 0:04:50.000 no on all of these, So we have fifty two 0:04:50.040 --> 0:04:51.479 Republicans to fund the government. 0:04:52.000 --> 0:04:53.640 So we need eight Democrats. 0:04:54.680 --> 0:04:57.880 The fourteen times we've voted over the last forty days, 0:04:57.960 --> 0:05:01.000 over and over and over again, we've gotten at most 0:05:01.040 --> 0:05:04.640 two or three Democrats. Tonight Sunday, it's just a few 0:05:04.640 --> 0:05:08.120 minutes after ten pm Sunday night, we finally got the 0:05:08.160 --> 0:05:11.200 eight Democrats we needed. So the Democrats who voted to 0:05:11.279 --> 0:05:17.119 reopen the government are Durbin, Hassen, King, Cortes, Masto, Cain, Shaheen, Rosen, 0:05:17.200 --> 0:05:20.920 and Fetterman. Those are the eight we got exactly what 0:05:20.920 --> 0:05:24.040 we needed. We ended up with sixty votes, not sixty one, 0:05:24.160 --> 0:05:27.320 so that not in a sink. Every other Democrat voted no. 0:05:27.880 --> 0:05:31.080 Keep it shut down. But getting eight is important, and 0:05:31.120 --> 0:05:34.640 there was a substantive deal. But the substantive deal has 0:05:34.680 --> 0:05:38.799 several pieces. Number one, there's a continuing resolution that runs 0:05:38.800 --> 0:05:42.520 through January thirtieth. So one thing that was really important 0:05:42.920 --> 0:05:45.400 to me and to a lot of conservatives was that 0:05:45.480 --> 0:05:50.479 we not have government funding expire right before Christmas. Often 0:05:51.000 --> 0:05:54.320 government fundings expires right before Christmas, and they use the 0:05:54.360 --> 0:05:56.960 desire everyone has to go home to their families for 0:05:57.000 --> 0:06:01.600 the holidays to twist our arms into passing a really 0:06:01.640 --> 0:06:04.440 bad bill. So this does not end right before Christmas. 0:06:04.800 --> 0:06:08.760 The CR instead, the continuing Resolution continues until the end 0:06:09.120 --> 0:06:13.600 of January. That was significant. We also included three appropriation 0:06:13.800 --> 0:06:16.520 bills in the deals. Now, these are appropriation bills. There 0:06:16.520 --> 0:06:18.960 are two ways you can fund the government. You can 0:06:18.960 --> 0:06:21.880 fund the government through an appropriation bill. There are thirteen 0:06:21.920 --> 0:06:25.480 different appropriation bills that fund different cabinet agencies in different 0:06:25.480 --> 0:06:31.080 major programs. Those take sixty votes. That's what's called regular order. 0:06:31.120 --> 0:06:33.800 That's the way the system is supposed to work. And 0:06:33.839 --> 0:06:37.200 then you can also fund the government through a continuing 0:06:37.240 --> 0:06:40.800 resolution also called a CR, that just keeps everything the 0:06:40.839 --> 0:06:45.200 way it was before and maintains the status quo. We 0:06:45.279 --> 0:06:48.080 ended up doing a combination of both. So in this 0:06:48.200 --> 0:06:52.040 deal we have number one the ag approach, So that's 0:06:52.120 --> 0:06:56.320 the agriculture appropriation that includes the funds that farmers rely on, 0:06:56.760 --> 0:07:00.600 but it also importantly includes snap It includes food food stamps. 0:07:00.680 --> 0:07:03.479 So yeah, one of the consequences of the shutdown was 0:07:03.520 --> 0:07:08.640 the funding for food stamps went away. With this appropriation bill, 0:07:08.680 --> 0:07:11.080 we will fund the food stamps for an entire year, 0:07:11.200 --> 0:07:12.600 so that will be taken off the table. 0:07:12.760 --> 0:07:14.600 And by the way, let's be very clear about that, 0:07:15.320 --> 0:07:19.680 Republicans tried to make sure that even with the government shutdown, 0:07:20.160 --> 0:07:25.800 that snap benefits were continuing and were not stopped. Democrats 0:07:26.080 --> 0:07:29.280 made damn sure that people did not get their food 0:07:29.320 --> 0:07:31.760 stamp benefits during the forty day the longest shut down 0:07:31.760 --> 0:07:34.440 in American history. They did that because they thought it 0:07:34.480 --> 0:07:37.600 was leveraged to hurt the poorest among us in America, 0:07:38.080 --> 0:07:40.240 and that would then give them leverage to get more 0:07:40.280 --> 0:07:42.480 of the port rail things they wanted for the Democratic 0:07:42.560 --> 0:07:45.640 programs and initiatives, and they didn't care if you couldn't 0:07:45.680 --> 0:07:48.040 feed your kids over the last forty days. 0:07:48.320 --> 0:07:52.120 So understand that was the entire Democrat strategy is maximize 0:07:52.160 --> 0:07:55.440 the pain on the American people, because the more pain 0:07:55.720 --> 0:07:58.080 that they could inflict, they were counting on the media 0:07:58.120 --> 0:08:00.600 to be dishonest and blame it all on Trump. And actually I talked 0:08:21.560 --> 0:08:24.480 about this just this weekend. I spoke on the Senate Florida. 0:08:24.520 --> 0:08:28.880 I said, look, whenever anyone takes an oath to testify 0:08:28.960 --> 0:08:31.360 in court, that they put their hand on the Bible 0:08:31.400 --> 0:08:33.120 and they pledged to tell the truth, the whole truth, 0:08:33.120 --> 0:08:36.079 and nothing but the truth. This package, we took three appropriations bills, 0:08:53.880 --> 0:08:57.760 the AG Appropriation Bill which is farmers, ranchers and food stamps, 0:08:58.880 --> 0:09:02.240 the Military Construction and the VA Bill so that funds 0:09:02.240 --> 0:09:05.800 funds our veterans and also gives funds for military construction 0:09:05.920 --> 0:09:10.360 projects across the country. And then the Legislature Bill, which, 0:09:10.400 --> 0:09:13.719 among other things, we increase the funding for security for 0:09:13.800 --> 0:09:16.839 members of Congress. Given the political violence we see, I 0:09:16.920 --> 0:09:19.720 think that's very important to have more funds to increase 0:09:19.760 --> 0:09:21.920 security on both sides of the aisle. 0:09:22.000 --> 0:09:23.240 So that package. 0:09:23.800 --> 0:09:27.599 Those are three appropriation bills that were bipartisan.
