It's and supported stories Nicki had long heard 0:04:02.320 --> 0:04:05.080 from area women who claimed that Moran was involved in 0:04:05.120 --> 0:04:09.760 sex trafficking and prostitution. It should be noted that Michael 0:04:09.760 --> 0:04:13.320 Moran has strongly denied the allegations. And during my time there, there were 0:07:07.080 --> 0:07:09.960 always these rumors about Michael Moran and the women that 0:07:10.040 --> 0:07:13.000 he was around and the circles he ran in, and 0:07:13.080 --> 0:07:15.640 it just at the time, early in my career, it 0:07:15.720 --> 0:07:18.720 just seems so far fetched. Portsmouth, if nothing else, is 0:07:18.760 --> 0:07:21.120 a rumor mill. So a lot of things get tossed 0:07:21.120 --> 0:07:25.320 around without substantive evidence to back it up. But it 0:07:25.440 --> 0:07:28.440 was quite surprising to receive word that there was something 0:07:28.600 --> 0:07:31.760 that could actually back this up. Is this guy trafficking women all over the 0:08:39.080 --> 0:08:42.040 country from this little town, this burned out shell of 0:08:42.040 --> 0:08:45.839 a town. It's known as the epicenter of the opioid epidemic? 0:08:46.280 --> 0:08:49.320 Is he doing this? Is it true? It takes 0:09:07.800 --> 0:09:10.880 a big city newspaper from two hours away in Cincinnati 0:09:10.920 --> 0:09:13.440 to come in and do this investigation. Now, granted, we 0:09:13.440 --> 0:09:16.080 had the resources of USA Today behind us, but why 0:09:16.120 --> 0:09:18.199 not if that had been published, or if the local 0:09:18.240 --> 0:09:21.560 newspaper had been truly an independent arm or an independent eye, 0:09:21.840 --> 0:09:23.800 would some of this stuff have gone on? I don't 0:09:23.800 --> 0:09:27.280 think so. The first time I went to Portsmouth, I 0:09:27.320 --> 0:09:29.920 didn't know what to expect, and they partnered me full 0:09:29.920 --> 0:09:34.040 time with the photographer who was also bylined on the story. 0:09:34.320 --> 0:09:36.520 Is she and I were just shooting some footage out 0:09:36.559 --> 0:09:39.520 at the US Shoe factory and there was graffiti there 0:09:39.559 --> 0:09:43.320 talking about prostitution and drugs and things like that, and 0:09:43.320 --> 0:09:45.559 this guy rides up on a bicycle saying, what you 0:09:45.640 --> 0:09:47.319 guys doing. We just kind of telling them it was 0:09:47.320 --> 0:09:49.240 so by the way, do you know Michael Moreney says, Oh, yeah, 0:09:49.360 --> 0:09:54.440 that guy runs women. At that point, We're like, oh 0:09:54.480 --> 0:09:56.600 my god, everybody in town knows this. The guy on 0:09:56.640 --> 0:10:01.920 the street knows this guy. We didn't even ask. In 0:10:02.000 --> 0:10:05.199 twenty eighteen, Pilcher began the difficult task of locating area 0:10:05.240 --> 0:10:07.360 women and asking them to open up to him about 0:10:07.360 --> 0:10:11.000 their alleged experiences with Michael Moran. June of that year, 0:10:11.160 --> 0:10:13.960 I got the first woman to come forward and say, 0:10:14.160 --> 0:10:16.800 here's exactly how he did it. And then by July 0:10:17.080 --> 0:10:20.040 we had one or two on the record. And if 0:10:20.040 --> 0:10:23.760 these allegations proven true, this guy was in the seed 0:10:23.800 --> 0:10:26.920 of power. He had these vulnerable women coming to him 0:10:26.960 --> 0:10:29.960 for help from a legal perspective, and he offered them 0:10:30.000 --> 0:10:32.960 the other way out. Do this and maybe I can 0:10:32.960 --> 0:10:35.760 get these charges lesson for you, we heard that story 0:10:35.880 --> 0:10:38.600 over and over again. Do this and you won't go 0:10:38.640 --> 0:10:42.480 to jail. And how much of a worse abuse of 0:10:42.640 --> 0:10:48.120 power could there being? You started this story not believing 0:10:48.160 --> 0:10:51.600 this as possible. How does that make you feel? That was 0:11:10.720 --> 0:11:12.920 eye opening, and it was a new skill that I 0:11:12.960 --> 0:11:15.319 had to learn. I also had to be the reporter. 0:11:15.400 --> 0:11:17.880 I also had to be the objective reporter. And the 0:11:17.920 --> 0:11:20.480 hard part was I also had to fact check all 0:11:20.480 --> 0:11:22.600 these women. We reported several times the women 0:11:57.160 --> 0:12:00.400 were saying that Moran would brag about his relationship with 0:12:00.559 --> 0:12:04.640 former Yota County Common Police Court judge William Marshall. Now 0:12:04.640 --> 0:12:07.160 William Marshall was one of the Marshall Boys. He and 0:12:07.240 --> 0:12:10.800 his brother were the son of the former Judge Marshall 0:12:11.080 --> 0:12:14.319 in that county. So Bill Marshall took his dad's place 0:12:14.600 --> 0:12:16.880 as one of two common Police Courts judges, which has 0:12:16.880 --> 0:12:19.520 oversees all the serious cases and all the felonies and 0:12:19.600 --> 0:12:22.360 all the high end civil cases at a county level. 0:12:22.480 --> 0:12:26.280 It's an elected position. One of 0:12:57.080 --> 0:12:58.640 the women who did go on the record for that 0:12:58.720 --> 0:13:02.760 first story told that she partied with the former police chief, 0:13:03.040 --> 0:13:06.120 she partied with former members of the police department, all 0:13:06.160 --> 0:13:09.280 because Moran set it up. These women came forward and 0:13:09.280 --> 0:13:13.000 said these guys used their position to either traffick me. 0:13:13.160 --> 0:13:16.160 One lady got sent up to Chicago not knowing what 0:13:16.280 --> 0:13:19.120 she was getting into, and then turned into a prostitute 0:13:19.200 --> 0:13:21.800 up there. And then other women were talking about how 0:13:21.920 --> 0:13:25.320 the probation department, his brother, the guy ran the probation department, 0:13:25.440 --> 0:13:29.200 was using his position to lessen her probation.
