The 0:01:46.860 --> 0:01:50.100 BMW was illegally parked and it was parked next to 0:01:50.140 --> 0:01:53.460 a fire hydrant. So the Ranger got out and approached 0:01:53.480 --> 0:01:57.140 the BMW and the man in the driver's seat, 44-year-old 0:01:57.360 --> 0:02:02.030 Eugene Horsch. And as the Ranger walked toward the driver's 0:02:02.070 --> 0:02:05.620 side of the car... he heard a woman's voice coming 0:02:05.660 --> 0:02:09.580 from the back seat, a voice that said, you're going 0:02:09.600 --> 0:02:14.340 to hurt me. The ranger noticed sores on Eugene Horsh's 0:02:14.520 --> 0:02:17.140 arms and face, and when he looked in that back seat, 0:02:17.680 --> 0:02:20.780 he saw that the female passenger also had sores on 0:02:20.840 --> 0:02:24.200 her body and was behaving in what the ranger described 0:02:24.280 --> 0:02:28.060 as a twitchy and agitated manner. In the driver's door, 0:02:28.490 --> 0:02:31.470 he could see a butane lighter and saw that Eugene 0:02:31.530 --> 0:02:34.960 was holding a pair of tweezers, the ranger believed what 0:02:35.000 --> 0:02:38.020 he was seeing was consistent with drug use. But when the ranger ran 0:02:46.810 --> 0:02:48.470 the name that was given by the woman in the 0:02:48.510 --> 0:02:53.870 back seat, something unexpected happened. The name on the ID 0:02:54.070 --> 0:02:58.280 was Blair Tonzelli, who had been reported missing in Philadelphia 0:02:58.580 --> 0:03:03.920 years earlier. But the woman sitting in Eugene Horsch's BMW... 0:03:03.800 --> 0:03:09.320 was not Blair Tonzelli. Meanwhile, Ranger Schultz had noticed several 0:03:09.380 --> 0:03:11.670 pairs of scissors around the front seat of the BMW, 0:03:12.310 --> 0:03:14.370 so he ordered Eugene to get out of the car 0:03:14.550 --> 0:03:18.190 so that he could search him. When the Ranger opened 0:03:18.210 --> 0:03:22.270 the driver's door, Eugene reached under the seat, and a 0:03:22.330 --> 0:03:26.950 second Ranger, Sean Carey, put Eugene in handcuffs. They found a switchblade knife and glass 0:03:34.130 --> 0:03:37.820 drug pipe in Eugene's pockets. One was a Taurus G2S. 0:03:46.480 --> 0:03:50.480 40 caliber semi-automatic pistol. The other was a. 38 special 0:03:50.520 --> 0:03:55.460 revolver with the serial number filed off. The Rangers got 0:03:55.500 --> 0:03:57.810 the woman out of the backseat of the car and 0:03:57.870 --> 0:04:01.390 put her in handcuffs. And then, according to the affidavit, 0:04:01.930 --> 0:04:06.390 Eugene Horsch said something without being asked. His comment was, quote, 0:04:07.090 --> 0:04:12.160 they're not hers. She's a good girl, end quote. After 0:04:12.220 --> 0:04:16.500 being advised of his Miranda rights, Eugene said again that 0:04:16.540 --> 0:04:19.740 the drugs and guns didn't belong to the woman. He 0:04:19.820 --> 0:04:22.600 told the Rangers that there was crack cocaine in a 0:04:22.620 --> 0:04:27.500 compartment beside the steering wheel. The ranger asked Eugene Horsch 0:04:27.660 --> 0:04:30.580 whether he was a convicted felon, and Eugene said yes, 0:04:30.800 --> 0:04:34.620 that he was. So the federal rangers searched the BMW further. 0:04:35.520 --> 0:04:39.620 They found white powder and what appeared to be crack cocaine. 0:04:40.710 --> 0:04:43.830 And they also found some other things, a cattle prod, 0:04:44.030 --> 0:04:48.190 a collapsible baton, police handcuffs and handcuff keys in the 0:04:48.230 --> 0:04:53.220 front console, plus a second switchblade. Inside 0:04:59.080 --> 0:05:04.500 were two DEA badges and identification cards with Eugene Horsch's 0:05:04.540 --> 0:05:08.540 photograph on them, identifying him as a DEA agent named 0:05:08.600 --> 0:05:13.850 Eugene Frederick Steiner. But Eugene Frederick Steiner does not exist. 0:05:15.050 --> 0:05:18.490 So what had started with a park ranger noticing an 0:05:18.530 --> 0:05:24.820 illegally parked BMW had now produced drugs, two loaded guns, weapons, restraints, 0:05:25.050 --> 0:05:28.980 fake federal credentials, and a connection to a woman who'd 0:05:29.000 --> 0:05:32.880 been missing for years. The woman in the BMW told 0:05:32.920 --> 0:05:37.370 investigators that Eugene had made that false Blair Tonzelli ID 0:05:37.410 --> 0:05:39.570 for her and instructed her to use it if she 0:05:39.590 --> 0:05:43.730 got into trouble. The real Blair Tonzelli had been missing 0:05:43.790 --> 0:05:48.270 since February of 2023. She was 35 years old, and 0:05:48.310 --> 0:05:52.370 according to police records reported by the Philadelphia Inquirer, Blair's 0:05:52.460 --> 0:05:55.880 friends said they had actually stopped hearing from her months earlier, 0:05:56.580 --> 0:06:01.720 sometime around August of 2022. One of Blair's friends had 0:06:01.800 --> 0:06:05.960 told police something particularly important when Blair was reported missing. 0:06:06.760 --> 0:06:11.050 Blair had last been seen at a house located at 0:06:11.050 --> 0:06:15.670 417 West Chew Avenue in Philadelphia's only neighborhood. That house 0:06:15.750 --> 0:06:20.480 belonged to the Horsch family. Eugene, who had prior felony 0:06:20.520 --> 0:06:23.840 convictions and so was not allowed to own firearms, was 0:06:23.880 --> 0:06:29.710 arrested and he was taken into custody. Little did the 0:06:29.770 --> 0:06:33.270 ranger know that day that this routine encounter was about 0:06:33.310 --> 0:06:36.610 to open the door to an investigation involving multiple missing women, 0:06:37.110 --> 0:06:40.070 a deteriorating house in North Philadelphia that has been described 0:06:40.090 --> 0:06:42.910 by the media as a house of horrors, tens of 0:06:42.970 --> 0:06:46.290 thousands of videos that depicted at least two dead women, 0:06:46.710 --> 0:06:51.030 hundreds of thousands of images, vats of chemicals, fake federal credentials, 0:06:51.640 --> 0:06:56.680 and questions police are still nowhere close to answering. After arresting Eugene Horsch, investigators 0:08:25.480 --> 0:08:30.050 started taking a fresh look at Blair's disappearance. According to 0:08:30.110 --> 0:08:34.190 later reporting, they discovered that Blair had spent significant periods 0:08:34.330 --> 0:08:38.930 at the Chew Avenue property, where Eugene's father, Raymond Charles Horsch, 0:08:39.370 --> 0:08:42.470 known as R.C., had said she worked as his home 0:08:42.510 --> 0:08:46.550 health aide. Friends described Blair as someone who had struggled 0:08:46.600 --> 0:08:50.300 with drugs and had become estranged from her family, but 0:08:50.500 --> 0:08:54.240 also as a person who was intensely loyal. One friend 0:08:54.280 --> 0:08:56.520 remembered her as the kind of person who would give 0:08:56.540 --> 0:09:00.790 somebody her last couple of dollars. According to law enforcement 0:09:00.840 --> 0:09:04.660 sources cited by the inquirer, one witness told investigators that 0:09:04.720 --> 0:09:09.900 Blair and Eugene apparently had a disagreement involving money. This 0:09:10.020 --> 0:09:13.840 information does seem to be significant, but it's important to 0:09:13.900 --> 0:09:17.520 note this is an ongoing investigation, and that is not 0:09:17.590 --> 0:09:21.570 proof that Eugene harmed Blair in any way. As of 0:09:21.750 --> 0:09:25.780 August of 2026, Eugene Horsch has not been charged with 0:09:25.940 --> 0:09:29.580 any crime connected to Blair's disappearance or with harming anyone else. 0:09:30.940 --> 0:09:35.480 What happened after that encounter at Independence Hall escalated really quickly. 0:09:36.080 --> 0:09:39.900 Investigators obtained a warrant for the Chew Avenue property. The 0:09:39.960 --> 0:09:45.410 initial federal investigation concerned fraudulent government identification. But when authorities 0:09:45.470 --> 0:09:48.810 entered the house, they found a lot more than fake credentials. 0:09:49.390 --> 0:09:53.710 There was another firearm, marijuana-growing equipment, and what police described 0:09:53.810 --> 0:09:57.250 as a complicated collection of chemicals and equipment in the basement. 0:09:58.150 --> 0:10:03.200 Investigators reported finding a 55-gallon drum connected to hoses or pipes, 0:10:03.880 --> 0:10:08.460 as well as numerous containers holding unknown chemicals and oily substances. 0:10:09.520 --> 0:10:13.000 There were also five urns containing what appeared to be 0:10:13.120 --> 0:10:17.030 cremated human remains. Again, we don't know who those remains 0:10:17.070 --> 0:10:21.060 belonged to, or how the people whose remains were reportedly 0:10:21.080 --> 0:10:26.300 in the urns died. Investigators later excavated portions of the 0:10:26.340 --> 0:10:31.260 property looking for human remains and biological evidence, but no 0:10:31.340 --> 0:10:36.170 bodies belonging to any missing women have been recovered. There 0:10:36.290 --> 0:10:40.610 were more strange discoveries. Investigators found supplies that could be 0:10:40.750 --> 0:10:45.900 used to manufacture counterfeit identification and they found Blair Tonzelli's 0:10:45.940 --> 0:10:50.160 bank card. And, according to an affidavit, they discovered a 0:10:50.280 --> 0:10:55.480 multi-page handwritten document that described harming people and referred to 0:10:55.540 --> 0:11:00.170 serial killer Ted Bundy. The more police learned about 417 0:11:00.170 --> 0:11:05.480 West Chew Avenue, the more complicated its history became because 0:11:05.560 --> 0:11:09.820 Blair Tonzelli was not the first woman to disappear after 0:11:09.860 --> 0:11:14.360 being linked to that address. Ten years earlier, another woman 0:11:14.660 --> 0:11:18.410 had apparently vanished from the same house. Her name was 0:11:18.610 --> 0:11:22.830 Amy Teresa McHale. Amy was 44 years old when she 0:11:22.870 --> 0:11:26.340 disappeared in June of 2016. She was a mother and 0:11:26.380 --> 0:11:29.410 a grandmother, and her family knew that she had problems 0:11:29.730 --> 0:11:33.130 and had struggled with addiction and mental health issues. There 0:11:33.170 --> 0:11:35.930 had been occasions when Amy would disappear for a short 0:11:35.970 --> 0:11:40.510 period of time before resurfacing. But Amy's family said there 0:11:40.530 --> 0:11:43.420 was a fundamental difference between disappearing for a couple of 0:11:43.460 --> 0:11:48.180 days and simply walking out of their lives. Amy adored 0:11:48.240 --> 0:11:51.960 her daughter and her grandchildren. Amy's daughter Amanda was preparing 0:11:52.000 --> 0:11:54.680 to get married that September, and Amy was supposed to 0:11:54.720 --> 0:11:59.110 be there. Amy also had a long and complicated connection 0:11:59.210 --> 0:12:02.370 to that house on Chew Avenue. She had once been 0:12:02.420 --> 0:12:08.820 married to Eugene Horsch's father, Raymond Charles Horsch. After going missing, 0:12:09.360 --> 0:12:13.500 Amy was never found, and almost a decade after she disappeared, 0:12:14.060 --> 0:12:19.230 Raymond Horsch died in May of 2025. The Chew Avenue 0:12:19.290 --> 0:12:23.790 house had a long history of police involvement. In 2016, 0:12:23.790 --> 0:12:27.600 authorities did a drug raid there But it took that 0:12:27.660 --> 0:12:31.540 extraordinary chance encounter near Independence Hall in June of 2026 0:12:31.540 --> 0:12:37.040 to finally cause authorities to start examining whether these disappearances 0:12:37.140 --> 0:12:53.480 and this house might be connected. By late June of 2026, 0:12:53.480 --> 0:12:58.590 417 West Chew Avenue was surrounded by investigators. They went 0:12:58.610 --> 0:13:01.160 down to the basement, they went into the yard, and 0:13:01.200 --> 0:13:04.800 eventually they dug up the plumbing beneath the property. This 0:13:05.040 --> 0:13:07.420 is a developing story and there has been a lot 0:13:07.460 --> 0:13:12.070 of conflicting information coming out. At first, reports suggested that 0:13:12.110 --> 0:13:16.050 investigators might have found a significant amount of blood inside 0:13:16.070 --> 0:13:20.000 the house. But subsequent forensic testing produced a very different result. 0:13:20.400 --> 0:13:22.880 The substance that was initially believed to be blood was 0:13:22.920 --> 0:13:26.520 apparently not real blood. Other reports said it might have 0:13:26.550 --> 0:13:30.910 been fake blood. And testing did not identify DNA belonging 0:13:30.950 --> 0:13:36.390 to the missing women. In July, crews removed sections of 0:13:36.490 --> 0:13:40.110 pipe And while they were tearing out that plumbing, local 0:13:40.170 --> 0:13:45.270 law enforcement sources told CBS Philadelphia that detectives were looking 0:13:45.340 --> 0:13:50.500 for evidence of alkaline hydrolysis, sometimes called water cremation, a 0:13:50.560 --> 0:13:53.680 process in which chemicals are used to break down human remains. 0:13:54.680 --> 0:13:58.280 Police were doing that because they had reportedly received information 0:13:58.500 --> 0:14:02.320 that Eugene Horsch claimed to know how chemicals could be 0:14:02.440 --> 0:14:05.690 used to dissolve bodies. And investigators were confronted with a 0:14:05.710 --> 0:14:10.670 basement containing a large drum, piping, and an unusual collection 0:14:10.770 --> 0:14:15.280 of chemicals. But then investigators started going through the electronic 0:14:15.400 --> 0:14:18.320 evidence seized from the house. And there was a massive 0:14:18.360 --> 0:14:22.020 amount of data. Approximately 600,000 images, around 70,000 videos, and 0:14:22.020 --> 0:14:28.640 10,000 pages of writings and data. There was so much 0:14:28.700 --> 0:14:33.140 material that as of August of 2026, police say they 0:14:33.180 --> 0:14:37.420 have only reviewed about 5-7% of the material at this point. 0:14:38.160 --> 0:14:41.340 But with what they have seen so far, police have 0:14:41.400 --> 0:14:45.290 said they were able to identify two women, not Amy 0:14:45.330 --> 0:14:49.070 McHale or Blair Tonzelli, but two other women who have 0:14:49.090 --> 0:14:52.850 been missing for years on some of those images. Their 0:14:52.910 --> 0:14:58.720 names were Gabrielle Amarando and Maribel Fresas. Gabrielle had been 0:14:58.760 --> 0:15:02.840 missing since 2012 and Maribel had been missing since 2018. 0:15:02.840 --> 0:15:07.190 And police now say the material recovered from the house 0:15:07.590 --> 0:15:11.930 appears to show both women alive inside 417 West Chew 0:15:12.030 --> 0:15:18.830 Avenue and later apparently dead. After 14 years of unanswered 0:15:18.850 --> 0:15:21.940 questions in one case and eight years in another, two 0:15:22.060 --> 0:15:27.580 missing women had apparently resurfaced in the same place. Gabrielle 0:15:27.700 --> 0:15:31.420 Amarando had been missing since September of 2012. She was 0:15:31.420 --> 0:15:35.700 22 years old and grew up in Philadelphia. Her childhood friend, 0:15:35.820 --> 0:15:39.040 Ashley Levin, later remembered meeting her in the third grade. 0:15:39.620 --> 0:15:43.780 Gabrielle was described as artistic, interested in fashion, and constantly 0:15:43.840 --> 0:15:48.280 experimenting with her appearance. She changed her hair frequently and 0:15:48.360 --> 0:15:52.330 had what her friend remembered as an enormous personality. She 0:15:52.350 --> 0:15:56.170 was described as funny and creative. And like a lot 0:15:56.190 --> 0:15:58.990 of women whose lives would eventually intersect with the Chew 0:15:59.050 --> 0:16:05.320 Avenue investigation, Gabrielle also struggled with addiction. For almost 14 years, 0:16:05.820 --> 0:16:10.660 Gabrielle's disappearance remained unsolved. And there's a lot of mystery 0:16:10.700 --> 0:16:14.620 still because there still is no body. There's no autopsy, 0:16:15.140 --> 0:16:19.730 which means there's no medical examiner's determination explaining how Gabrielle died. 0:16:20.700 --> 0:16:24.180 Investigators are reportedly still working to authenticate the photos and 0:16:24.200 --> 0:16:27.900 the videos. They're looking through all of those digital materials 0:16:27.960 --> 0:16:30.420 and they're trying to figure out precisely when they were 0:16:30.480 --> 0:16:35.230 created and whether any of them were altered. But Philadelphia 0:16:35.310 --> 0:16:39.450 Police Deputy Commissioner James Evers was unusually direct when he 0:16:39.490 --> 0:16:44.090 described what detectives had seen. He said, if the things 0:16:44.130 --> 0:16:48.470 that detectives have seen are genuine, police believe Gabrielle is dead. 0:16:50.500 --> 0:16:54.980 Maribel Yvette Freses was born in 1990, the same year 0:16:55.050 --> 0:16:58.450 as Gabrielle. She was 27 years old when she disappeared. 0:16:59.490 --> 0:17:02.490 She grew up in Bucks County and attended Council Rock 0:17:02.530 --> 0:17:07.690 High School South before eventually spending time in Philadelphia. Like Gabrielle, 0:17:08.090 --> 0:17:13.110 Maribel struggled with drugs. By 2018, members of her family 0:17:13.230 --> 0:17:15.470 had lost contact with her and were trying to find her. 0:17:16.470 --> 0:17:19.170 There is some confusion in the public record about the 0:17:19.210 --> 0:17:23.850 exact chronology of her disappearance, but police in Philadelphia now 0:17:23.890 --> 0:17:27.400 describe Maribel as having been reported missing in February of 2018. 0:17:27.400 --> 0:17:32.240 Other missing persons information has placed her last known contact 0:17:32.320 --> 0:17:36.060 later that year. Either way, for eight years, her friends 0:17:36.120 --> 0:17:40.820 and family have had no answer. Until 2026, when police 0:17:40.860 --> 0:17:44.690 contacted them and told her family... they had seen Maribel 0:17:44.750 --> 0:17:47.550 in the images from the digital archive from the house 0:17:47.710 --> 0:17:52.230 on Shoe Avenue. As with Gabrielle, police told her family 0:17:52.330 --> 0:17:56.070 the material appears to depict Maribel alive inside that property 0:17:56.550 --> 0:18:00.950 and later apparently dead. And as with Gabrielle, no body 0:18:00.990 --> 0:18:05.020 has been recovered. Police have said they may ultimately have 0:18:05.040 --> 0:18:08.520 to pursue the unusual legal process of having the women 0:18:08.540 --> 0:18:13.460 declared dead without their remains ever having been found. Without Maribel's body, 0:18:30.290 --> 0:18:33.290 there's still a gap between what investigators believe happened and 0:18:33.310 --> 0:18:35.350 the finality her family has been waiting for since 2018. 0:18:35.340 --> 0:18:41.510 So police have now said, They believe they have evidence 0:18:41.570 --> 0:18:45.730 showing two missing women dead inside the same house. The Chew Avenue house, 0:18:58.500 --> 0:19:02.600 as we've said before, did not always belong solely to Eugene. 0:19:03.660 --> 0:19:07.700 For decades, it was associated with his father, Raymond Charles Horsch, 0:19:08.330 --> 0:19:11.030 and Raymond Horsch had a complicated history of his own. 0:19:12.630 --> 0:19:16.870 Raymond was a photographer and filmmaker whose work frequently involved 0:19:16.930 --> 0:19:21.740 erotic and sadomasochistic imagery. Raymond was born in 1943 in 0:19:21.900 --> 0:19:26.900 East Stroudburg. Raymond described himself in his self-published book as, quote, 0:19:27.240 --> 0:19:32.100 an artist, filmmaker, composer, writer, and porn performer, but also 0:19:32.120 --> 0:19:37.120 a drug smuggler, art forger, counterfeiter, fugitive, sociopath, ex-convict, and 0:19:37.260 --> 0:19:43.260 all-out villain. Raymond also had a long criminal history, including 0:19:43.320 --> 0:19:49.120 convictions for passing bad checks, manufacturing drugs, and forgery. In 1977, 0:19:49.120 --> 0:19:52.160 federal agents raided his home laboratory and seized equipment that 0:19:52.200 --> 0:19:55.220 they claimed was for making meth. Then he fled the 0:19:55.260 --> 0:19:58.940 country to New Zealand.
