Yeah, absolutely right. The first report comes from 0:07:08.360 --> 0:07:14.440 the United Nations and the second one comes from the Department, 0:07:14.560 --> 0:07:18.040 the US Department, sorry, the US Justice Department. So these 0:07:18.040 --> 0:07:22.320 are not based local biased opinions. Yeah, this is just 0:07:22.400 --> 0:07:28.120 things you need to know about that corroborate what we've 0:07:28.120 --> 0:07:29.840 been discussing on the show and what black people have 0:07:29.840 --> 0:07:34.960 been discussing at large for decades. First up from The Guardian, 0:07:35.720 --> 0:07:38.480 a group of United Nations experts is calling on the 0:07:38.600 --> 0:07:41.440 US federal, state, and local authorities to take quote immediate 0:07:41.480 --> 0:07:45.240 and comprehensive action to resolve a long standing scandal where 0:07:45.280 --> 0:07:49.160 people are languishing behind bars after being allegedly tortured by 0:07:49.200 --> 0:07:52.640 Chicago police to extract false confessions. I want to stop 0:07:52.680 --> 0:07:54.960 right here, so now that you know that we're talking 0:07:54.960 --> 0:07:57.520 about Chicago, the third largest city in the United States 0:07:57.560 --> 0:08:01.080 of America, I want you to bear in mind that 0:08:01.120 --> 0:08:03.760 there are a lot of people who point to Chicago 0:08:04.520 --> 0:08:11.800 to try to suggest political failures from Democrats, to try 0:08:11.800 --> 0:08:16.440 to suggest black people having some sort of predisposition toward 0:08:16.520 --> 0:08:17.760 violence or a violent nature. 0:08:17.840 --> 0:08:22.240 Yeah, they want to extinguish empathy for black people, so 0:08:22.280 --> 0:08:24.560 they point to Chicago and use it as an example 0:08:24.600 --> 0:08:28.560 of quote black on black crime, and why should we 0:08:28.640 --> 0:08:31.120 care about them if they don't care about themselves. 0:08:30.720 --> 0:08:32.360 As the type of language that they use. 0:08:32.440 --> 0:08:35.959 So you and I tend to bump into Chicago as 0:08:35.960 --> 0:08:39.880 an example far too often for reasons that even statistically 0:08:39.920 --> 0:08:43.080 don't make any sense, because we're talking about populations and 0:08:43.160 --> 0:08:54.880 proximity to one another instead of really intentionally dishonest cultural generalizations, 0:08:54.920 --> 0:08:55.439 if you will. 0:08:56.520 --> 0:08:59.680 Now, I want to share something. There was a thing 0:08:59.760 --> 0:09:03.920 called called I forget what it was called, but effectively 0:09:03.960 --> 0:09:08.160 it was a mass exodus from the South of black 0:09:08.200 --> 0:09:16.040 people into places like Chicago and Gary, Indiana, and Detroit, Michigan. Detroit, 0:09:16.080 --> 0:09:20.319 Michigan because there were opportunities Indianapolis, Indiana, there you go. 0:09:20.880 --> 0:09:25.480 And Chicago was probably the biggest example of that, probably 0:09:25.520 --> 0:09:31.640 followed closely, if not surpassed by Detroit, of destination cities 0:09:31.640 --> 0:09:35.800 for black men seeking work and seeking a life outside 0:09:35.840 --> 0:09:36.880 of the Jim Crow South. 0:09:36.960 --> 0:09:39.360 Yes, in the seventies and eighties, Detroit had a higher 0:09:39.800 --> 0:09:42.040 percentage wise black population than in Chicago. 0:09:42.080 --> 0:09:44.040 Sure, absolutely, I'd go with that all day, but in 0:09:44.120 --> 0:09:46.800 terms of numbers, not as a percentage of the population, 0:09:46.840 --> 0:09:48.800 but in terms of number of Chicago may I don't 0:09:48.840 --> 0:09:51.080 know this, but the point is is that there was 0:09:51.120 --> 0:09:54.000 a big mass exodus of black people from the South 0:09:55.280 --> 0:09:57.760 two places like Chicago. So I say that this to 0:09:57.920 --> 0:10:04.360 establish Chicago having a a statistically relevant percentage of their 0:10:04.400 --> 0:10:08.240 population being black and overall amount of black people there 0:10:08.400 --> 0:10:11.600 being black. And so that's something that makes it convenient 0:10:11.679 --> 0:10:15.800 on both sides of you know, people trying to criticize 0:10:15.920 --> 0:10:23.079 different facets of society. It makes it a convenient example. However, 0:10:23.679 --> 0:10:31.680 Chicago is it's sort of interesting in that there's been 0:10:33.440 --> 0:10:38.199 black politicians in Chicago and there's been institutions that have 0:10:38.240 --> 0:10:40.840 suppressed black people's. 0:10:42.320 --> 0:10:42.840 Mobility. 0:10:43.040 --> 0:10:46.080 Yes, Chicago is a very interesting example. Rams is because 0:10:46.920 --> 0:10:50.720 being the third largest city in the United States, it 0:10:50.800 --> 0:10:56.080 is the largest or the most segregated big city in 0:10:56.120 --> 0:11:00.959 the country as well. And like hard lines nation outside, 0:11:01.000 --> 0:11:03.880 like what used to be the case, you know, before 0:11:03.920 --> 0:11:08.920 we were born, Chicago still holds on to those you know, 0:11:09.080 --> 0:11:11.640 you people live over there and we stay over here 0:11:11.760 --> 0:11:14.160 kind of rules. So then, you know, you talk about 0:11:14.200 --> 0:11:17.640 places like we've mentioned Gary, Indianapolis, Detroit, and Saint Louis. 0:11:18.360 --> 0:11:21.240 Black people have kind of moved out into the suburbs 0:11:21.480 --> 0:11:23.760 and those cities, and they have in Chicago suburbs as well, 0:11:23.800 --> 0:11:27.599 But the city of Chicago is still very racially segregated. 0:11:27.600 --> 0:11:34.800 Okay, Now let's add to that that Chicago is in 0:11:34.920 --> 0:11:39.160 terms for folks who want to be critical of black populations, 0:11:39.320 --> 0:11:44.000 democratic policies, you name it in this country, Chicago has 0:11:44.280 --> 0:11:47.960 it checks two very important boxes too that we've already mentioned. 0:11:48.040 --> 0:11:55.439 One is that a percentage of the population is statistically 0:11:56.800 --> 0:12:00.280 black and higher than a lot of o there are 0:12:00.280 --> 0:12:02.840 big cities like that. The other is that, again, the 0:12:02.920 --> 0:12:06.280 overall amount of black people in that city is higher. 0:12:06.320 --> 0:12:09.760 So you can pick and choose from which column black 0:12:09.800 --> 0:12:13.360 people's crime rates are statistically higher or black people commit 0:12:13.440 --> 0:12:17.640 more crimes, and either point can be argued based on 0:12:18.000 --> 0:12:21.760 a number of factors that come together in Chicago. But 0:12:22.920 --> 0:12:26.160 I think that this example that will continue to read 0:12:26.280 --> 0:12:32.120 from the Guardian will show that it's not just subjected 0:12:32.160 --> 0:12:35.920 to the criticism, is not just. It should not just 0:12:36.000 --> 0:12:39.920 be viewed through the lens of folks on the hard right, 0:12:40.520 --> 0:12:46.440 because the police indeed are shaping outcomes artificially based on 0:12:46.480 --> 0:12:52.400 the practices we're about to describe in these findings from 0:12:52.480 --> 0:12:55.880 the United Nations. Now, the United Nations doesn't get involved 0:12:55.960 --> 0:12:59.199 unless it's like a crime against humanity, right, So allow 0:12:59.240 --> 0:13:04.440 me to continue. The group of UNS special reporters who 0:13:04.520 --> 0:13:08.440 specialize in addressing the scourges of contemporary racism and torture 0:13:08.480 --> 0:13:11.360 has released a report detailing a long history of brutal 0:13:11.400 --> 0:13:15.079 and racist police misconduct. They became involved at the behest 0:13:15.120 --> 0:13:19.160 of an activist Mother's organization in Chicago that was exasperated 0:13:19.200 --> 0:13:21.760 at what they saw as the patch of response of 0:13:21.800 --> 0:13:25.360 the authorities over the years to shocking injustice. Numerous cases 0:13:25.400 --> 0:13:28.040 are highlighted in the twenty six page report, and there 0:13:28.040 --> 0:13:31.839 are many more regarded as unresolved for decades. The group 0:13:32.040 --> 0:13:37.720 of Special Reporters cited quote information we have received regarding 0:13:37.800 --> 0:13:41.120 historical and continuing allegations of the systemic corruption and use 0:13:41.120 --> 0:13:44.480 of torture are other cruel, inhuman or degrading treatment by 0:13:44.520 --> 0:13:48.520 law enforcement officials in the Chicago area. The report says 0:13:48.600 --> 0:13:52.120 that such treatment has resulted quote in wrongful convictions and 0:13:52.320 --> 0:13:57.120 unjust incarceration of affected individuals who are disproportionately of African 0:13:57.160 --> 0:14:01.800 and Latino slash Hispanic descent. The names of individual police 0:14:01.960 --> 0:14:06.200 officers accused of mistreatment have been redacted. The six Special 0:14:06.200 --> 0:14:08.680 Reporters from the UN Human Rights Division who produced the 0:14:08.720 --> 0:14:13.320 report are kp Ashweeny, Barbara Reynolds being On Da Costa, 0:14:13.720 --> 0:14:21.000 Telang Mofonging, Claudia Mailer, and Alice Jill Edwards. They said 0:14:21.080 --> 0:14:24.560 they had contacted the US government quote to address these 0:14:24.560 --> 0:14:29.000 allegations and clarify its obligations under international law. Quote and recalling, 0:14:29.080 --> 0:14:32.560 for a quote, further action to remedy racialized police violence 0:14:32.640 --> 0:14:35.800 and his conduct within Chicago's law enforcement and criminal justice system. 0:14:36.920 --> 0:14:39.560 They submitted their report to the US government in May, 0:14:39.800 --> 0:14:43.440 but now have released it publicly. Allegations of injustice stretch 0:14:43.680 --> 0:14:46.400 from the nineteen seventies and nineteen eighties to present day, 0:14:46.480 --> 0:14:49.360 with people still in prison whom the UN report says 0:14:49.400 --> 0:14:52.480 signed confessions after allegedly being tortured for hours or even 0:14:52.600 --> 0:14:56.360 days by being beaten and bones broken, kicked and given 0:14:56.360 --> 0:15:00.640 electric shocks, suffocated and burnt, among other violence, and deprived 0:15:00.640 --> 0:15:03.720 of sleep, food, and water, all while racist insults were 0:15:03.720 --> 0:15:06.920 shouted at them. So again, that's not my opinion, that's 0:15:06.920 --> 0:15:09.960 not Que's opinion. These are the findings of the United Nations, 0:15:11.680 --> 0:15:17.760 and you start to see how the data in and 0:15:17.800 --> 0:15:23.480 of itself is part of the story, and then not 0:15:23.640 --> 0:15:26.480 insignificant part of the story. But when you start to 0:15:26.520 --> 0:15:28.560 see where the data comes from, you start to really 0:15:28.600 --> 0:15:30.800 examine the data and not just take it at face value. 0:15:31.560 --> 0:15:33.800 You start to see that some of this data could 0:15:33.840 --> 0:15:36.960 have been artificially skewed one way or the other. Now, 0:15:36.960 --> 0:15:40.560 this is in no way me trying to say that 0:15:41.240 --> 0:15:44.680 Black people have our own problems. Every community has their 0:15:44.680 --> 0:15:47.440 own problems in their own they have to decide what 0:15:47.640 --> 0:15:51.720 paths they want to take. Every society has problems and 0:15:51.800 --> 0:15:54.080 has passed that they need to take to make society better. 0:15:54.120 --> 0:15:59.040 This is the part of the human experience. But to 0:15:59.160 --> 0:16:06.320 be artificial judged without considering the fact that the police 0:16:06.440 --> 0:16:09.440 are playing a role in this is unfair. And we 0:16:09.520 --> 0:16:14.160 have an example now of unbiased reporting that shows one 0:16:14.200 --> 0:16:16.560 of the largest cities, well two of the largest cities 0:16:16.560 --> 0:16:21.240 in the country, and how their policing practices have contributed 0:16:21.480 --> 0:16:24.400 to the data that cast black people in a bad 0:16:24.520 --> 0:16:27.320 light and leads to conversations like well, black culture is 0:16:27.400 --> 0:16:29.280 bad and hip hop is bad and all this other 0:16:29.360 --> 0:16:32.240 nonsense where it's like, well, we got some other things 0:16:32.240 --> 0:16:32.720 to examine. 0:16:32.760 --> 0:16:35.600 Go ahead, Well, I think it's important that you called 0:16:35.640 --> 0:16:39.440 out that the data doesn't tell the whole story. You 0:16:39.480 --> 0:16:42.320 and I had a conversation while we were in New 0:16:42.440 --> 0:16:47.960 Orleans recently about polling numbers and a question asked to 0:16:48.040 --> 0:16:51.280 a group regarding how you pay for things at the store, 0:16:52.040 --> 0:16:54.560 and just taking the data would have you believe that 0:16:54.680 --> 0:16:57.160 most of us pay for items in retail by check 0:16:58.200 --> 0:17:01.120 it shows immediately when you read that that there's a 0:17:01.120 --> 0:17:02.440 lot missing from that data. 0:17:02.480 --> 0:17:04.960 The data isn't wrong or false or a lie. 0:17:05.200 --> 0:17:06.000 It's math right. 0:17:06.440 --> 0:17:11.080 It's just not giving you all the context and color 0:17:11.160 --> 0:17:14.400 that you need. There's nuance that's missing. You have to 0:17:14.440 --> 0:17:17.879 figure who's being polled, who's doing the polling right.
