On the morning of April twenty second, 0:03:42.840 --> 0:03:46.280 twenty sixteen, the Pike County Sheriff's Office responded to calls 0:03:46.320 --> 0:03:49.680 of multiple homicides in what would soon be considered Ohio's 0:03:49.720 --> 0:03:52.760 most notorious mass murder. The bodies of seven adults and 0:03:52.920 --> 0:03:55.800 one sixteen year old boy were found in four different 0:03:55.840 --> 0:03:58.880 locations along a country road in Pike County. We know 0:03:59.040 --> 0:04:02.880 all of these victims all members of the Rodent family. 0:04:03.000 --> 0:04:05.280 The shootings have left the town of Pike and numb 0:04:05.320 --> 0:04:07.960 a lot of unanswered questions as to how this unfolded 0:04:08.000 --> 0:04:12.000 and who is responsible for that. As news of the 0:04:12.080 --> 0:04:15.000 tragedy emerged, the nation turned to the area's top law 0:04:15.080 --> 0:04:19.000 enforcement official for answers, Pike County Sheriff Charlie Reader, to 0:04:19.040 --> 0:04:21.680 give a brief update on what we are doing at 0:04:21.680 --> 0:04:25.719 this time. I have deputies from my county and other 0:04:25.760 --> 0:04:32.039 counties that are keeping the scenes secured. You came in like thieves in the night 0:05:21.160 --> 0:05:25.800 and took eight lives, some being children. We are getting closer. 0:05:27.000 --> 0:05:30.680 The family and the victims will have justice one day. 0:05:31.520 --> 0:05:35.200 Charlie Reader, by all accounts, is somebody who grew up 0:05:35.240 --> 0:05:37.960 in Pike County. He did not come from a well 0:05:38.000 --> 0:05:40.159 to do family or anything like that. A lot of 0:05:40.160 --> 0:05:42.919 people out in Pike County or poor. He worked for 0:05:43.120 --> 0:05:47.039 many years for the Pike County Prosecutor, Rob Junk. He 0:05:47.200 --> 0:05:51.440 was his investigator, and at some point Charlie Reader was 0:05:51.440 --> 0:05:54.960 appointed the sheriff by the Democratic Party in Pike County. 0:05:55.640 --> 0:05:59.640 Criminal defense attorney Mike Allen remembered Readers twenty and sixteen 0:06:00.080 --> 0:06:03.080 flight election. He got seventy five percent. It probably got 0:06:03.120 --> 0:06:06.080 twenty five percent. It's pretty unheard of in any kind 0:06:06.120 --> 0:06:09.719 of election, so at one point he was pretty popular sheriff. 0:06:10.080 --> 0:06:12.120 There were a lot of people in the community who 0:06:12.200 --> 0:06:15.200 felt that he did some good things at the sheriff's 0:06:15.240 --> 0:06:17.560 office when he first took over. They felt like he 0:06:17.720 --> 0:06:21.480 was cleaned up crime in the streets. Southern Ohio has 0:06:21.560 --> 0:06:26.040 a very major rug problem with hopioids in methamphetamine and 0:06:26.080 --> 0:06:28.239 fenton al in all of it, and a couple members 0:06:28.279 --> 0:06:31.640 of the community claimed that Reader really was there for 0:06:31.839 --> 0:06:34.800 the family after one of their members that died from 0:06:34.800 --> 0:06:37.720 a drug over those and helped plan a memorial three 0:06:37.760 --> 0:06:42.360 in his honor. So he was very approachable. He was 0:06:43.040 --> 0:06:46.280 out and about in the community much more. Charlie Reader 0:06:46.320 --> 0:06:50.640 branded himself as the people's sheriff. During the height of 0:06:50.680 --> 0:06:54.039 the road and murder investigation, Sheriff Reader's passionate pleas for 0:06:54.160 --> 0:06:56.840 justice earned him the trust of his community as a 0:06:56.880 --> 0:06:59.520 sheriff of Pike County or A three hundred and fifty 0:06:59.520 --> 0:07:03.039 six days into this investigation, I've got a message for 0:07:03.080 --> 0:07:07.839 the killers. We will find you, we will arrest you, 0:07:08.360 --> 0:07:12.240 and you will be prosecuted. As this case moved forward, 0:07:12.840 --> 0:07:16.240 the spotlight grew brighter and brighter in that area because 0:07:16.240 --> 0:07:20.040 of this case. And I think he enjoyed the spotlight 0:07:20.080 --> 0:07:23.400 to a degree, and I think he had greater political 0:07:23.440 --> 0:07:28.240 aspirations as well. So as far as an elected official, 0:07:57.680 --> 0:08:00.840 as far as a person holding power, your sheriff in 0:08:00.880 --> 0:08:05.120 these areas, he is the man. Oh yeah, you see it a 0:08:10.760 --> 0:08:14.880 lot police chiefs or sheriffs, or somebody who's recently promoted 0:08:14.880 --> 0:08:18.000 to a supervisory position. I mean, thank goodness, it doesn't 0:08:18.040 --> 0:08:19.800 happen to a lot of them, but some of them 0:08:19.840 --> 0:08:22.480 it does. Now, whether that happened here or not. As 0:08:27.320 --> 0:08:29.920 the Road and investigation moved into its second years, some 0:08:30.040 --> 0:08:33.720 disquieting rumors about Sheriff Frieder began to surface. We 0:08:40.760 --> 0:08:47.120 had heard rumors about him intimidating people and possibly taking 0:08:47.160 --> 0:08:51.200 money from people who were in the drug dealing business. 0:08:52.080 --> 0:08:54.760 I know, I for one, was told by some of 0:08:54.800 --> 0:08:59.160 my law enforcement sources in the Cincinnati area, Hey, you 0:08:59.240 --> 0:09:02.199 need to be careful around him. He's dirty. And these 0:09:02.240 --> 0:09:05.280 were just people that were my sources who said, you know, look, 0:09:05.320 --> 0:09:08.920 I just want you to be aware, be careful. Was 0:09:08.920 --> 0:09:11.800 it because they were afraid they didn't trust him? They 0:09:11.800 --> 0:09:15.960 did not trust Charlie Reader. There was a rumor that 0:09:16.320 --> 0:09:20.600 he was sexually harassing some female employees when he worked 0:09:20.600 --> 0:09:25.080 at the Ross County Juvenile Detention Center. Records from his 0:09:25.160 --> 0:09:28.360 personnel file said that he wasn't the right fit and 0:09:28.360 --> 0:09:31.160 there were too many questions. He had a lawsuit in 0:09:31.280 --> 0:09:35.040 small claims court in nineteen ninety five and Gallant Police 0:09:35.120 --> 0:09:37.600 for not paying a debt, and there was a warrant 0:09:37.679 --> 0:09:40.920 issued for him, but he ended up paying it. So 0:09:41.240 --> 0:09:43.880 I mean there were some things out there. There appears 0:09:43.920 --> 0:09:46.679 to be two sides of Charlie Reader. One that you know, 0:09:47.000 --> 0:09:49.720 the public sees, and they saw it in these naturally 0:09:50.240 --> 0:09:55.080 televised broadcast press conferences where a reader is very emotional 0:09:55.160 --> 0:09:58.559 talking about these Rodent murders very early on. And then 0:09:58.640 --> 0:10:02.160 there's something you see and Charlie or reader where when 0:10:02.200 --> 0:10:05.760 reader is challenged, you see another side of reader. So 0:10:05.960 --> 0:10:09.440 he's got a very public face and a very private face. 0:10:09.480 --> 0:10:13.520 Then oh yeah. Investigators recently towed vehicles that had been 0:10:13.559 --> 0:10:15.679 parked at the homes where eight members of the Rodent 0:10:15.800 --> 0:10:18.320 family were found shot to death in Pike County, Ohio 0:10:18.520 --> 0:10:21.320 last month. The four mobile homes themselves where the bodies 0:10:21.320 --> 0:10:23.440 were found will be removed from the scene to be 0:10:23.480 --> 0:10:25.880 stored at a location in nearby Waverley. We're going to 0:10:25.920 --> 0:10:28.520 get right out to investigative reporter Jodi Barr live in 0:10:28.640 --> 0:10:32.360 Pike County. While I was in Pike County, I started 0:10:32.400 --> 0:10:36.040 seeing things that I had the question what we found 0:10:36.080 --> 0:10:39.439 at that evidence ware a house where the trailers, the vehicles, 0:10:39.480 --> 0:10:42.280 the equipment that all belonged to the Rodens where the 0:10:42.320 --> 0:10:45.880 Sheriff's Office in BCI took that. So we found problems 0:10:46.120 --> 0:10:48.760 with the security of that evidence and the security of 0:10:48.760 --> 0:10:51.760 that warehouse. I'm not an attorney. I've never prosecuted the case. 0:10:51.760 --> 0:10:54.440 I've never collected evidence. But what I do know is 0:10:54.760 --> 0:10:58.160 that evidence that is collected has to be secured. I've 0:10:58.160 --> 0:11:01.680 seen prosecutions lost in court rooms in the States I've 0:11:01.679 --> 0:11:05.600 covered because someone failed to secure one piece of evidence. 0:11:05.840 --> 0:11:08.360 And of course Charlie Reader was so central to what 0:11:08.400 --> 0:11:10.920 we were looking at. He is the man in charge 0:11:11.400 --> 0:11:14.440 that we had to go find him. We scheduled the 0:11:14.480 --> 0:11:16.920 interview and we sat down and we had this conversation 0:11:16.920 --> 0:11:19.160 with Charlie Reader. And I want to say it last 0:11:19.200 --> 0:11:21.600 it's maybe forty five minutes to an hour. And again 0:11:22.040 --> 0:11:24.320 back to watching the two sides of Charlie Reader. You 0:11:24.360 --> 0:11:27.560 had the emotional Charlie Reader early on in the interview 0:11:27.720 --> 0:11:30.480 where he's talking about you know, the Rodents and you 0:11:30.520 --> 0:11:33.319 know what this is done to Pike County. And then 0:11:33.440 --> 0:11:36.600 I broke out an iPad, and on that iPad I 0:11:36.679 --> 0:11:40.080 had visuals the images that I had taken from that 0:11:40.120 --> 0:11:43.400 warehouse of the gate standing wide open, another gate secured 0:11:43.400 --> 0:11:46.160 with a piece of thin wire. You know, days and 0:11:46.480 --> 0:11:50.760 nights of no law enforcement at that warehouse. And I 0:11:50.800 --> 0:11:54.240 think Reader knew during the middle of that interview that 0:11:54.400 --> 0:11:57.880 this was not going to look good when we reported it, 0:11:58.720 --> 0:12:03.120 that what we found there look terrible and it reflected 0:12:03.160 --> 0:12:07.319 on the job he did. So I solved Charlie Reader change, 0:12:07.760 --> 0:12:11.600 but he changed into very defensive and red face. But 0:12:11.840 --> 0:12:15.800 Reader finally admitted that they did not have a deputy 0:12:15.840 --> 0:12:18.920 posted at that warehouse. Watching that avidage twenty four to seven, 0:12:20.360 --> 0:12:24.199 what Schriff Reader did next struck seasoned reporter Jodi barrs troubling. 0:12:24.760 --> 0:12:27.680 Here is Jodie's first hand account of the interaction. So 0:12:27.760 --> 0:12:31.400 the interview ends, and my photographer and I are tearing 0:12:31.400 --> 0:12:34.360 down the equipment and Charlie Reader walks us out the 0:12:34.360 --> 0:12:37.240 front door of the old Sheriff's office in Waverley, and 0:12:37.280 --> 0:12:40.560 we're standing on the port of that Sheriff's office and 0:12:40.760 --> 0:12:43.800 Reader wants to make a deal, and he says, if 0:12:43.800 --> 0:12:46.120 we'll just hold off on airing the report of the 0:12:46.160 --> 0:12:50.200 evidence warehouse and wait until they could return property to 0:12:50.240 --> 0:12:53.559 the family, that Reader would let us in and give 0:12:53.640 --> 0:12:58.120 us full access to him and Charlie Reader's story of 0:12:58.160 --> 0:13:00.880 the first one hundred hours after the Road and murders, 0:13:01.679 --> 0:13:03.520 and I just told him, no, we don't make deals. 0:13:06.320 --> 0:13:10.439 Several months after that report aired, I got messages from 0:13:10.440 --> 0:13:13.480 people in Pike County, one after the other telling me 0:13:13.600 --> 0:13:17.200 that there was a raid underway at this Road and 0:13:17.280 --> 0:13:20.440 Evidence warehouse in Waverley. Well. I dropped everything I was 0:13:20.480 --> 0:13:23.200 doing at Cincinnati and drove the two hours east to 0:13:23.360 --> 0:13:26.160 this warehouse. And when I got there, there they were 0:13:26.600 --> 0:13:29.360 Sheriff Charlie Reader, deputy was with the Pike County Sheriff's 0:13:29.360 --> 0:13:32.080 Office carrying things in and out of this warehouse. And 0:13:32.360 --> 0:13:35.440 you know, I'm standing there wondering what is going on here. 0:13:35.840 --> 0:13:38.560 This shouldn't be happening unless if something's happened, we don't 0:13:38.600 --> 0:13:43.360 know about evolving the murders. This was a great public concern, 0:13:44.040 --> 0:13:47.120 but that night Reader would not return my phone calls. 0:13:47.679 --> 0:13:50.960 It was very contentious trying to get information out of 0:13:51.000 --> 0:13:53.160 Pike County, out of the sheriffs office at that point. 0:13:53.160 --> 0:13:56.480 But after that we were never able to access him again. 0:13:58.320 --> 0:14:01.520 Despite Sheriff readers apparent handling of aspects of the Road 0:14:01.559 --> 0:14:04.319 and murder investigation, authorities were able to put the Wagner 0:14:04.360 --> 0:14:08.440 family behind bars in twenty eighteen. However, just weeks later, 0:14:08.600 --> 0:14:12.120 area journalists got word that a different investigation, unrelated to 0:14:12.120 --> 0:14:15.600 the road and murders was underway, one that placed Sheriff 0:14:15.679 --> 0:14:18.120 Charlie Reader on the other side of the law. The 0:14:18.240 --> 0:14:22.240 State Auditor's Office released a document to all of us 0:14:22.400 --> 0:14:26.200 that stated an anonymous tip had come into the Auditor's 0:14:26.280 --> 0:14:31.200 office in which someone stated that everyone was scared to 0:14:31.240 --> 0:14:35.040 death of Reader, that he was basically a monster, and 0:14:35.520 --> 0:14:39.320 investigators needed to look into a safe that was in 0:14:39.360 --> 0:14:43.080 his office that contained money seized in drug deals, and 0:14:43.160 --> 0:14:47.400 it also said something about him possibly gambling and is 0:14:47.400 --> 0:14:51.680 this really wore on? The investigation continued, and then words 0:14:51.680 --> 0:14:55.520 started spreading around Pike County. It really took what was 0:14:55.560 --> 0:14:58.320 going on with Charlie Reader to a whole new level. 0:15:00.120 --> 0:15:02.640 In June of twenty nineteen, a grand jury brought forth 0:15:02.720 --> 0:15:06.400 sixteen charges against Sheriff Charlie Reader. As a result, he 0:15:06.440 --> 0:15:09.160 was suspended from office, bringing his three year ten year 0:15:09.200 --> 0:15:12.520 a sheriff to a close. The indictment laid out details 0:15:12.520 --> 0:15:16.320 of the investigation and his crimes. Reader originally faced several 0:15:16.360 --> 0:15:19.400 counts of theft in office, which is a felony in Ohio, 0:15:20.080 --> 0:15:22.440 as well as tampering with evidence, which is also a 0:15:22.440 --> 0:15:26.520 felony in Ohio. So what happens is that Charlie Reader 0:15:26.600 --> 0:15:29.440 has a pretty sizeable amount of money that he's taken 0:15:29.480 --> 0:15:33.520 from alleged drug dealers in Pike County. Every sheriff, every 0:15:33.560 --> 0:15:36.720 law enforcement agency in the entire country, much less than 0:15:36.760 --> 0:15:42.160 including Ohio, is allowed to seize money from suspects if 0:15:42.200 --> 0:15:46.280 they think that that money or those goods are being 0:15:46.400 --> 0:15:49.480 used in the commission of a crime. Money that was 0:15:49.560 --> 0:15:54.240 seized in drug cases is supposed to be secured in 0:15:54.320 --> 0:15:57.000 a safe or in a bank account or something, and 0:15:57.400 --> 0:16:01.320 you can use him for education and purposes for the 0:16:01.400 --> 0:16:05.800 sheriff's department. You can contribute it to appropriate charities. But 0:16:06.160 --> 0:16:09.760 in these cases, at least on two occasions, the allegation 0:16:09.960 --> 0:16:13.400 was that he took cash and converted it to his 0:16:14.280 --> 0:16:19.800 own use. So the state auditor does their annual review 0:16:20.000 --> 0:16:24.359 of the book.
