You know, you don't happen children's lives. You can't just sort of wait 0:09:13.880 --> 0:09:17.040 around and hope that somebody comes to their senses in 0:09:17.080 --> 0:09:19.240 the local council or whatever it may be. So even when we have 0:09:34.480 --> 0:09:37.360 higher than expected revenues, even more money is going to 0:09:37.400 --> 0:09:40.240 the schools. Yet every teacher will tell you they can't 0:09:40.240 --> 0:09:43.000 afford to do the job. Every district says they're broke, 0:09:43.160 --> 0:09:47.280 and the performance is just inadequate compared to what we're 0:09:47.280 --> 0:09:50.440 paying compared to other states. How does a Governor Hilton 0:09:50.559 --> 0:09:53.240 fix California school system? 0:09:53.600 --> 0:09:55.760 So we've got to change the well. First of all, 0:09:55.800 --> 0:09:58.640 you run the state boarder. You appoint the state Board 0:09:58.679 --> 0:10:01.680 of Education, which has a very big role in the 0:10:01.720 --> 0:10:05.240 curriculum min what happens in school, and so you can 0:10:05.360 --> 0:10:10.080 have a large amount of control there. Secondly, we just 0:10:10.120 --> 0:10:13.559 have to get some of these basic points right. If 0:10:13.600 --> 0:10:17.080 you look at there's a very instructive comparison with Mississippi. 0:10:17.320 --> 0:10:20.400 So we have now in California, less than half the 0:10:20.440 --> 0:10:24.040 students in our public schools meet basic standards in English 0:10:24.040 --> 0:10:27.320 with reading and math. Reading in English with math it's 0:10:27.360 --> 0:10:31.000 down to like thirty, it's about a third. It's completely catastrophic, 0:10:31.840 --> 0:10:34.360 and it's been going on for years. And you look 0:10:34.400 --> 0:10:37.840 at Mississippi. They made some reforms about ten years ago. 0:10:38.200 --> 0:10:41.240 They were at the bottom of the league tables for education. 0:10:41.640 --> 0:10:43.800 Now they're near the top. We're at the bottom. They 0:10:43.840 --> 0:10:46.040 spend one third as much as we do. There's some 0:10:46.080 --> 0:10:49.360 basic things they do. For example, they say, look, if 0:10:49.400 --> 0:10:52.160 you can't read by third grade, then you're not going 0:10:52.240 --> 0:10:54.719 up to fourth grade. I mean, we've got to 0:12:44.480 --> 0:12:48.560 cut taxes to help working people. My plan is your 0:12:48.559 --> 0:12:52.120 first one hundred and fifty grand tax free above that 0:12:52.440 --> 0:12:54.760 eight percent flat tax, so that we are pro growth 0:12:54.760 --> 0:12:58.400 and attract business. It's essential. We're in an economic emergency 0:12:58.480 --> 0:13:01.679 in California. We have massive local taxes, property taxes, pass 0:14:44.040 --> 0:14:47.200 so that was the different taxes locally, sales tax of course, 0:14:47.600 --> 0:14:50.880 and yet with the schools, they keep coming and asking 0:14:50.960 --> 0:14:55.200 us to pay for supplies, for basic supplies like books 0:14:55.240 --> 0:14:58.040 and pennies and paper.
