It 0:07:13.200 --> 0:07:16.240 seems fair, particularly when you've had to deal with these 0:07:16.240 --> 0:07:20.920 grooming gangs, which, as I said, consisted mostly of Pakistani men. 0:07:21.000 --> 0:07:24.080 Clearly there was an issue in that community, and so 0:07:24.120 --> 0:07:27.440 the review says, we need a clear picture of who 0:07:27.840 --> 0:07:30.920 is perpetrating these crimes in this country and upon whom 0:07:31.400 --> 0:07:34.560 they are perpetrating them. Funny about that, isn't it. Back in twenty seventeen, 0:07:49.120 --> 0:07:52.520 when they first started recording these numbers, there were only 0:07:52.560 --> 0:07:56.240 two hundred and forty eight cases where they did not 0:07:56.480 --> 0:07:59.360 take the ethnicity. Now twenty twenty four, which is the 0:07:59.440 --> 0:08:01.800 latest numbers you can see on the screen there, it's 0:08:01.880 --> 0:08:05.600 risen to more than one thousand. The number of cases 0:08:06.000 --> 0:08:08.960 for offenses on people under the age of sixteen where 0:08:08.960 --> 0:08:12.000 they don't record the ethnicity has gone from eighteen percent 0:08:12.240 --> 0:08:15.480 to thirty two percent. For the offensive sexual assault of 0:08:15.520 --> 0:08:18.840 a female child under thirteen, the number of offenders whose 0:08:18.880 --> 0:08:22.520 ethnicity was not recorded increased from twenty one percent to 0:08:22.640 --> 0:08:23.600 thirty four percent. 0:08:23.800 --> 0:08:24.720 And the ethnicity of. 0:08:24.680 --> 0:08:28.400 Criminals committing rape of a female child under thirteen recorded 0:08:28.440 --> 0:08:31.920 in twenty seventeen was twenty four percent and increased to 0:08:32.000 --> 0:08:36.320 thirty five percent last year. Now, you might recall in 0:08:36.360 --> 0:08:38.760 the last year or so the issue of grooming gang's 0:08:39.120 --> 0:08:41.439 has come back up again because of course the Prime 0:08:41.440 --> 0:08:44.959 Minister is Serkis Stamer, and he was a prosecutor at 0:08:45.000 --> 0:08:47.480 the time, the chief prosecutor at the time that many 0:08:47.520 --> 0:08:50.079 of these cases were being run. So it came back 0:08:50.120 --> 0:08:53.840 into the spotlight. And concurrently, it would seem they're running 0:08:53.920 --> 0:08:57.840 a mile from the idea of actually recording the ethnicities 0:08:58.080 --> 0:09:02.200 the major recommendation out of the report into these grooming gangs, 0:09:02.240 --> 0:09:04.560 and the only reason you can think of that they 0:09:04.559 --> 0:09:06.760 would be doing that is because they are worried of 0:09:06.800 --> 0:09:08.280 being called racist. 0:09:08.080 --> 0:09:11.240 And it's absolutely outrageous. First, it shows they've learned nothing 0:09:11.679 --> 0:09:14.760 from the inquiries into the grooming gangs, and I mean 0:09:14.800 --> 0:09:18.480 the thousands of young girls who were abused and at 0:09:18.480 --> 0:09:20.800 the time, no one wanted to talk about race, and 0:09:20.840 --> 0:09:24.240 so that empowered those men to carry on. So they've 0:09:24.320 --> 0:09:27.480 learned nothing and they're clearly avoiding ethnicity out of a 0:09:27.600 --> 0:09:31.600 misplaced sense of fairness. Kimmi Badnock told a story about 0:09:31.640 --> 0:09:34.560 how one mother complained that her child had been taken 0:09:34.600 --> 0:09:37.560 by Asian men, and the police immediately zeroed in on 0:09:37.600 --> 0:09:41.479 the mother's language, the use of Asian, and the conversation 0:09:41.679 --> 0:09:44.600 was all about her racism rather than about the fact 0:09:44.640 --> 0:09:47.680 her child was missing. So they've learned nothing. And of 0:09:47.720 --> 0:09:51.000 course these statistics colored just show that the public confidence 0:09:51.480 --> 0:09:54.600 is shattered, because why would you believe anything But it's 0:09:54.640 --> 0:09:58.640 a deliberate cover up. It makes the mistakes of the 0:09:58.679 --> 0:10:01.680 past more likely to be repeated, because you need that 0:10:01.720 --> 0:10:05.000 the ethnicity of offenders is relevant. It's relevant to see 0:10:05.040 --> 0:10:08.559 whether there are patterns where the public policy should be adjusted, 0:10:08.840 --> 0:10:11.880 where you should allocate resources and dare I say it 0:10:11.960 --> 0:10:15.800 might be relevant for immigration policy. But the thing that 0:10:15.840 --> 0:10:18.640 really caught my attention was they said the three reasons 0:10:18.720 --> 0:10:22.520 why they believe police were so reluctant to record ethnicity 0:10:22.679 --> 0:10:25.040 was they didn't want to be accused of racism, They 0:10:25.040 --> 0:10:28.600 didn't want to raise tensions, and they didn't want to 0:10:28.679 --> 0:10:34.680 upset community cohesion. If the community cohesion is so fragile 0:10:35.000 --> 0:10:37.960 that you can't list the ethnicity of a child abuser, 0:10:38.160 --> 0:10:40.840 then I would suggest you've got bigger problems even than 0:10:40.880 --> 0:10:45.200 the raping gangs. You've got a massive civil problem with 0:10:45.320 --> 0:10:46.680 cohesion exactly. 0:10:46.720 --> 0:10:49.280 And in two thirds of the grooming gang cases, the 0:10:49.320 --> 0:10:52.440 ethnicity of the perpetrators were not recorded and it meant 0:10:52.440 --> 0:10:55.679 it took them longer to actually establish what was happening, 0:10:55.720 --> 0:10:58.840 which is an absolute tragedy. You think about the thousands 0:10:58.880 --> 0:11:01.480 of lives that were wind and just because a few 0:11:01.559 --> 0:11:04.400 police didn't want to be accused of being racist, it's 0:11:04.440 --> 0:11:08.520 an abomination. But here in Australia we also don't record 0:11:08.520 --> 0:11:13.000 the ethnicity of criminals, which I think is also outrageous. 0:11:13.080 --> 0:11:15.319 We need to start recording that here in Australia because, 0:11:15.320 --> 0:11:20.559 as you mentioned, it is relevant for immigration policy. And if we sit around and say, oh, well, 0:12:33.760 --> 0:12:36.960 you know, it's their culture, so we can't possibly discuss 0:12:37.000 --> 0:12:39.280 whether or not that's good or bad or not, we 0:12:39.320 --> 0:12:43.080 do a disservice to people in Western countries.
